I think anyone without a qb. There are coaches who can look at something like yesterday and know they can work with that and go far. Imagine him in New England for example. Or SF. Or in no particular order--Washington. Chicago. Denver. Houston. Indianapolis. Pittsburgh.
According to PFF, the Rams OL finished 3rd. I don't like PFF, but I'll use them so its apples to apples.
Goff on SF would be amazing. For the Rams. Shanny has not developed Garropalo, and he was the one that wanted him for his offense. So Im assuming he saw his body of work and said: yeah, I can work with that and go far. Well, that didn't work out. So yeah, Shanny doesn't scare me developing Goff. 9th ranked OL
Goff in NE? with what weapons? No TE, No #1, barely a #2 WR. Nope, not real scary. 4th ranked OL
Chicago with no WRs? (Allen Robinson is gone) A shaky OL and a RB that is maybe as good as Akers?. Not that scary. 20th ranked OL. lol
Denver - Decent offensive talent, and a middle of the road OL (25th ranked, so not even middle of the road )? Goff is better than Lock, but he doesn't make them an AFC contender against Mahomes, Allen, Jackson and Tannehill oh and Mayfield.
Houston? Cooks and Fuller at WR maybe. No run game and the 23rd ranked OL...Good luck there Goff.
Indianapolis - 7th ranked OL (lost their starting LT to retirement though) A stud rookie RB and OK talent at WR. With Reich as HC, this might be a good fit. They don't beat KC or Buffalo, but they compete. I like this fit.
Washington - 6th ranked OL, a very good #1 WR, a good run game. and Ron Rivera. I like Goff here as well. Are they a SB contender? No, but like you said they can compete and win.
Pitt - 17th ranked OL, Not much of a run game and good (not great WRs and might lose JJSS ) Does he really move the needle there? Debatable, but Ben looks washed up to me so maybe.
So while he is an upgrade over a washed up Rivers and Big Ben, Better than Lock, better than Smith or whoever in Washington, Better than Trubisky, and better than whatever Houston has after Watson leaves. He doesn't make anyone a top 4 in their conference type IMO.
