I think it's simple. The Rams don't have skill players that scare anybody: Todd Gurley, Sammy Watkins, (a healthy) Brandin Cooks. Even Tavon Austin, as thoroughly unproductive as he was, could not be ignored because of his speed.
Woods and Kupp are fine, but they need a DeSean Jackson type player that defenses go in fear of.
Not sure we can say what we've got. One of the few targets Jefferson got today was so far behind him that he barely got a hand on it. Goff is too much of a mess to really evaluate what else is going on. McVay has had to compensate for Goff and the OL much more than anything else. His system is still fine and he still knows how to coach. You just can't do those things with a QB who doesn't see the field well.
As far back as the '18 Chicago game, the film shows that Goff is missing or choosing not to take positive plays. And on top of that, forcing the ball when he shouldn't. Today's interception yet another example of such. You can't coach around or scheme open bad QB'ing.
