IMO: In Goff's early years the opposing defenses were generally schemed to take Gurley away and dared Goff to beat them. The 8 and 9 man boxes and general focus on Gurley opened up the deep passes. With Gurley gone and the offense running thru Goff now more than it did 3 and 4 years ago defenses have shifted focus a bit and can play those passing lanes more than they used to. For example, I bet the Rams have faced Quarter's coverage more often in '19 & '20 than they did in '17 and '18.
