Goff's passer rating is 20th best.
And that's selling him short.
You've watched him for 5 years, you don't need the downdriven ranking after the Miami game to decide things for you.
I looked recently at 2 qbs in their 5th years, Ryan and Roethlisberger. Both had more bad games than Goff has (discounting 2016).
In his 5th year BR was ranked 24th. Ryan had more bad games across his 2nd through 5th years than Goff has (Goff cannot catch up to Ryan with that...even if every remaining game was a bad game he would still not equal Ryan across the same relative span of years.)
In his 5th year, as a Pittsburgh fan, you would not have liked BR either.
Rankings are based on averages.
You want a clearer picture, do Goff by season quarters. He had a bad 2nd quarter of the season. That brought the average down. How is he doing in the third quarter?
In the third quarter so far he is bouncing back. He is not playing like the "20th ranked passer." Officially, in terms of season average, it is now actually 15th. But really, it's more like somewhere around 12th to 9th (...ballpark...) and so rising.
Plus of course technically the Tampa game is a comeback win since Brady tied it at 3:53 in the 4th and the Rams then kicked a FG to win at 2:40. On that game winning drive, Goff was 3 for 5 for 51 yards. Efficient. (Then McVay went conservative to get the FG.) Crunch time against the league's 3rd ranked defense.
Not bad. And we have decent reasons to expect it will get better.

Clearly, Goff has stepped up his game since the Miami fiasco. As I've said, McVay gave Goff outlets and he beat the blitz and pressure. He showed that what Miami did to him won't work consistently. Thats the most important thing. And let's face it, if this were happening all season, Goff wouldn't have been the 20th ranked passer.
Goff admitted he made some dumb mistakes late in the game, and he should know better, and I believe that will improve. Those mistakes were decision errors that aren't inherent weaknesses in his game. Those mistakes took his passer rating from 120 to 99. Consistency, if Goff can just show more and more consistency this team can go a long way.

My point: 20th is deceptive because he had a bad 2nd quarter of the season. But then was there any good reason to take that 2nd quarter as indicative? There was just as much if not more reason to take it as a low point with an upward trajectory to follow.
It will be interesting to see how much pressure Tampa managed in that game. It will be some--Goff made some plays while escaping pressure, we saw at least that much. So the question will be this--was this one of the games where Goff had 7 or fewer pressures, where he usually plays well? Or is this one of the games where he got 8 or more pressures, but came through? (That last bit referring to a point I have been making--namely, no Goff has not succumbed in EVERY game where he is pressured, he has come through in quite a few of those. And the point of THAT point is that the whole "Goff always bad under pressure" routine is far too categorical and overstated.)
