You just named 4 all-time elite qbs. Out of hundreds of NFL qbs.
Brady had Bellichick. A high level combo, like Walsh and Montana. They also had a legendary OL coach.
The other three? 45 combined years of playing and they have 1 superbowl win each among them.
So which of the many available all-time elite qbs do you want to replace Goff with?

I just named 4 active qbs and yes they all can play above and beyond with whatever they are giving. The argument is great qbs make their supporting cast look better I think I did that pretty convincingly.
As far as Superbowl wins they have all won the big game and only one of them has lost one Russell to one of the qbs I mentioned who has 6 Superbowl wins. And yes Brady has also lost Superbowls but it doesn't seem like you are letting me count him or his accomplishments in this argument.
I can name you a ton of qbs peyton manning, mahomes, john elway, johny unitias, warren moon, dan marino, ben rothlesberger, brett favre,kurt warner, Steve young, joe montana, Jim kelly, are all great qbs and will or already in the hall of fame. They all make the players around them better.
Notice I left off mr 4 time Superbowl winner Terry Bradshaw who was an average qb with a rocket for an arm he was more of a product of good team and outstanding coaching, hall of fame players on both o and d. Their are plenty of qbs that can benefit from a great team and win the Superbowl, brad johnson, trent dilfer, mark rypien, but doesn't make them great.
