For me it is a combination of Stats Eye Test and Team Success based ON CONTEXT OF TEAM AND COACHING AROUND HIM
For example, lets compare Rodgers to Brady
Rodgers 13 straight seasons of QB Rating of 90 or above
Rodgers 8 seasons of QB Rating of 100
Rodgers Career QB rating of 102
Eye Ball Test
He has great arm, accurate, and elusive in the pocket - He is one of the most athletic QBs in NFL history with the combination of his ability to throw the ball and move as well.
Winning
He won a superbowl and has been to the playoffs many times with a subpar coach. He went 13-3 last year with a team that almost like 60 percent of his passes were thrown to undrafted players. That was a bad offensive team that he carried to a 13-3 record.
Brady
7 times (Brady) vs 0 times (Rodgers), Brady has been below a 90% passing rating
He has been over 100 rating 6 times.
but while Rodgers was 13 for 13 over 90% he is only 12 for 19.
Eye Ball Test
He throws the ball accurate and has good pocket sense, but his arm is just good not great and he isn't very agile. He can make adjustments in the pocket.
Winning
He kills Rodgers with superbowls with 6-1, but most of that is the coaching.. Big difference there and most good QBs would have a handful of Superbowls in that situation. In fact, the team started 3-0 the year Brady was suspended with a backup QB and only lost the 4th one because it was a 3rd stringer. The other year he was hurt the team was 10-6 with some guy that couldn't play with any other team in the league effectively. When you evaluate that success without Brady, you see how great of a situation he was always in.
You have to understand the context of the winning when making comparisons and Rodgers stats and the eye ball test is off the charts that more than compensates for the superbowl wins that are won by a team vs an individual.
Jerry Rice

Nobody is even close to Jerry Rice in total yards all time. He is also all time touchdown leader and nobody close there
Note, Issac Bruce at #5, very close to #3 is an embarrassment how much Bruce was disrespected. He was #2 at the time of his retirement.
In Rice's situation, Montana and Young were both Hall of Famers. Most don't realize it but Young had the better career probably, but the Herd thinking likes the glory of the Montana story.. You can see the cause and effect here that Rice was the better of those 3 players (Rice, Montana, Young) He even was getting a 1000 yards later in his career with the Raiders.
Eye ball test
While he didn't have the greatest speed, he was smooth and ran great routes and was open and caught everything.
Winning
He was 3 superbowl wins and went to the conference finals 8 times.
