Teams will be hit hard because they would lose out on their share of the ticket sales (60% of gross), concessions, parking, and corporate sponsorships with the local team. But none of those things are included in league revenues so they wouldn't impact to cap.
The cap is based on league revenues which exclude the team revenues I just mentioned.
League revenues is comprised of TV deals, merchandise sales, NFL Network, NFL.com, NFL Sunday Ticket, licensing deals (e.g., "official sponsors of the NFL”), and 40% of ticket sales. In 2018 total league revenues wss around $8.8B of which the money from ticket sales accounts for $330M. The cap that year was $177.2M; without the ticket money it would have been $172.35M, a drop of less than 3%.
