The point I was trying to make is if we open up too soon or too fast that 60,000 number goes out the window.

That is not how herd immunity works. Medical people comment on this. The possibility of spontaneous natural immunity with covid-19 is very slim if it even exists. For herd immunity to develop for covid-19, they need mass vaccination. And even then it depends on what the so-called "R naught" number is, ie. the number of people each infected person infects in turn. If that number is low before mass vaccination would achieve herd immunity, it would have to be around 50% of the population to be vaccinated. If that number is higher--and indications are starting to show it is higher--then it would have to be around 80% of the population.
They had no vaccine for the Spanish Flu and it did not go away for 3 years.
