If you re-structure Goff by converting his roster bonus it clears about 16+ M in 2020.
If you let Weddle go it clears about $4+ M in 2020.
Together that's around 21 M.
I don't see any way at all in which signing Ramsey clears money. Chances are if they do sign him in 2020 they won't touch his 2020 cap hit--they would just start the extension in 2021 and leave the 2020 contract alone.
There is no way I can see where you gain cap space with Ramsey.
Either way it's not another 19 M. The 40 M number the writer you refer to came up with sounds completely implausible.
