Spring football will work if it is a true developmental league for the NFL. It is part of what made the World League/NFL Europe work. When teams have 5-8 practice squad and bottom-of-the-roster guys on these teams then fans will watch to see if those guys from their teams can become something. The attraction of watching just to see which 3 or 4 players across the league will get an NFL training camp invitation isn't enough.
