I was watching the local news tonight and they mentioned that the St Louis Stampede, part of the National Gridiron League, has pushed their kick off back to 2020. I hadn't ever heard of the team or the league before and had to go look it up. Sure enough, it's a spring arena football league due to launch in 2020. Apparently the demise of the XFL influenced their decision to push the date back a year. "We are committed to long-term success. That has always been the primary goal and although it’s a tough decision to move to 2020 it’s the best choice. We were paying close attention to the Alliance of American Football, and there were some great things they did and some mistakes. It is important that we build from those lessons before we launch and to have a work stoppage because our players are unhappy; that's not how we desire to do things."
These are the spring leagues that I know about that are all launching in 2020.

A successful spring league just hasn't happened. I don't know if any of these will make it or not. But they keep trying.
