Depends on what offer AD turns down. If he gets tagged after turning down $24M/year for 6 years, pretty much everyone will think AD did it to himself. If he get tagged after turning down $18M/year, not so much.

It depends on what offer the Rams make.

If they don't get above 20 M they're lowballing.

If you scenario played out, it will be equally the case that no one is going to walk around making judgments. A team will come up with 25 M, he will be seen as worth it, they will trade for him.

The tut tut tut, tsk tsk tsk stuff will be reserved for a few talking head editorials. Beyond that it will not matter.
