Tavon serves no role, as Cooks can run the jet sweep and all other gadget plays. A defense would have to account for Cooks in motion the same way (probably more so cause Cooks can catch).
Tavon as a RB has been a positive, but I would rather draft a developmental RB or give Davis more burn than hand the ball to Austin.
Cooks can run the ball out of the backfield? 3-4 times a game? (He has 7-8 rushes a year in 4 years).
So if he were used this way, Cooks could have a season with equal numbers of catches and receptions? In fact Cooks has about 7 rushes a year in 4 years and to the best of my knowledge only one was for longer that 20 yards.
What Cooks can do that Tavon can't is be a true, pure receiver. But he's not a hybrid playmaker, a la Tavon in 2015. In fact none of the guys you list is that. I don't see Davis being capable of multiple explosive plays and 9 offensive TDs running and catching, again a la Tavon in 2015.
And as I keep saying, McVay may not be interested in using Tavon that way. In which case, Tavon is of no use to him.
