In my view he is not, was never, and never will be a WR. He's something else, a playmaker who can catch passes if you use him that way (but also you can't get a full true WR's use out of him) and who can run the ball if you use him that way (but is clearly not a pure back any more than he is a pure WR).
And having said all that, it really is possible that McVay is just not interested in using him that way--ie, to both run and catch in equal amounts, (which means, to use him as an explosive playmaker without a pure position and you just get him the ball in space in various ways).
