the assumption is that McVay and/or Snead determined that $16 million was too much for Watkins.
While they may have been in on the final say, I'm guessing that Demoff and company has as much as anyone to say about paying it.
And I think many of us agree...McVay knows how much Watkins will be missed...and it isn't in all the 39 receptions.
