They've not "pushed all their chips" in to the center of table.
This isn't make it or go broke (which is exactly what pushing all your chips into the center of the table is).
With all this they still have huge cap room starting next year.

What it is, is a firm belief by the FO and HC that the Rams are ready NOW to begin challenging for Superbowls.
Suh.....1 year deal.
Talib.....essentially a 2 year deal
Peters....essentially a 2 year deal
The Rams made it clear that their reason for not bidding higher than they did for Suh was because they have a budget set aside for Donald and they won't touch it.
They have decided they have their core, and they wanted to upgrade from adequate to great at certain spots on D. And nobody but nobody knows better how to utilize a sprinkling of great players in a D than Wade Phillips.
As for Manning? He was a shadow of the real Peyton Manning. He was simply a game manager who didn't lose it for the Defense. He didn't scare anyone. He just didn't make mistakes, and he could really run the show. He was mostly dink and dunk accurate Manning.
And the Rams aren't going to stop adding talent from the draft or other sources. Sure, they don't have a 2nd rounder this year or next. But they have plenty of draft picks including their 1st's.
This has all been well orchestrated to win now, while maintaining the ammo to keep on winning for the foreseeable future.
