And not just according to Dz.... McVay, in several interviews, has essentially said that he takes some of the blame for Watkins' subpar production because he didn't fully utilize his skill set.
The reason he didn't use his full skill set is obvious but the contingent who want to believe that McVay and Goff can do no wrong seemingly don't see it.

People may know they're imperfect but there's not much of a willingness to discuss those flaws.

In the Watkins context, I have not seen a willingness to discuss what role Goff and McVay played in Sammy's subpar production from the contingent arguing against paying Watkins much.
I think people wanting to blame Goff and McVay are trying to justify his low numbers....what about the other years, who is to blame for those ones ?
I think some of the blame can be placed on Sammy not knowing the plays... He's admitted that he was lost out there sometimes. He's admitted he can't read very well. Maybe some of it is on Sammy himself.

His career numbers don't need a justification.
I've posted this so many times already but his career numbers look very similar to Davante Adams.
Davante Adams - 2811 receiving yards, 26 TDs in four seasons.
Sammy Watkins - 3052 receiving yards, 25 TDs in four seasons
Watkins posted his numbers in 52 games versus Adams' 59 games. I don't hear anyone asking Mr. Adams where blame should be placed for his numbers.
As for the Rams production, some of it is definitely on Sammy. From what I recall, most in the pro Sammy contingent have already acknowledged this. It's the other side that can't seem to wrap their heads around the idea that not all of the low production is on him.
Some is on the "untouchables".
I don't know why you and I are arguing. We both agree that the price for him should be somewhere near $11.5M.
FWIW, I don't see anyone on here saying he should get top 5 WR money. That would put him near $15M...
