The formula is this. You see it every year. The last significant contract at a position sets the market for later top players at the position. Then top players in subsequent years get more, and then they set the market. Suh signed a deal in 2015 worth 19 M a year, and not only is it 3 years later, but Donald is better than Suh. At this point offering him 20 M, according to the way the market works, would be lowballing.
Virtually every team spends 50% of its cap on anywhere from 8-10 players. A 20+ M deal from Donald fits that. If you don't sign him you could end up with 2 players worth 11 M or so each, but then IMO Donald is worth 2 11 M players in terms of what he brings to the D.
