The value of qbs is inflated, as we all know. So the reason you pick them where you pick them is scarcity not intrinsic value. If you went by intrinsic value most of the time someone else would have gone #1 instead of a qb.
The one chance the Rams had of getting a potential franchise qb they liked was to trade up to 1. Otherwise they get whoever others had not picked.
I think this whole "went 1 and therefore has this expectation" thing is on paper and made up. It's not a real assessment of the player if he is a qb.
And of course what establishes the worth of "the first pick"? At qb, it's not history.
