Goff IS probably better than Bulger, but Bulger was good, until the OL fell apart for three straight years starting in 2007.
I would rank Goff below Warner (so far) and above Bulger, Everett, and Ferragamo.
Green didn't get much of a chance with the Rams but he proved with the Chiefs that he was a good one. Bradford is the next tier down for "good." After that it's a mix of "not so good" and "#2 caliber qbs forced to start because of circumstances."
I just listed the good ones I saw play.
Although, interestingly, no matter how you rank the best Rams qb, they all share this much--the team does not get as far with them starting unless they also have a defense. That's a very old lesson and it still applies.
