Kupp already played 86% of the snaps. Maybe McVay understands that players need rest and that establishing multiple weapons is a great thing over the short and long term.

Gurley is already on the field for the vast majority of the time when Austin gets snaps. So TA is taking many snaps, if any at all, from Gurley. Maybe McVay understands that Gurley needs breathers too.

BTW, it doesn't come across as having the ability to make an objective case when a TD run is minimized.
