Well as a rule teams spend around 50-55% of their cap on something like 8-10 players.
With 40 M dedicated to Goff and Donald in 2019, By 2019 the cap would be around 180 M. (Over the cap dot com figures at 190 M but let's stay with the more conservative number.)
50-55% of 180 M is 90-99 M.
That would leave 50-59 M. The rest of your big contracts are in the 6 M - 11 M range. Average: 8.5
Out of 50-55 M, with that average you can sign 6-7 players though 7 would be pushing it to more like 55.3%. Add in Goff and Donald that looks like 8-9 players, well within the normal range you find throughout the league.
Just ask, which 6-7 other players would you want then?
Here are some of their big cap guys now--they won't all be here in 2019: Tru, Tavon, Barron, Brockers, Quinn, Whitworth, Ogletlree, Woods.
Some of those guys won't be here in 2 years. As it stands, only 6 of them are under contract through 2019, and they represent 60 M dollars against the 2019 cap.
THEN there's this question. What is Donald worth as a player, not in terms of money but in terms of his value to the defense? I say a rare elite DT---elite DTs being one of the rarest types in football---is worth any 2 other10-M-each type defenders you can keep or sign.

But let's don't forget that we need to extend some other starters that you didn't mention, or replace them via FA (expensive) or the draft (inexpensive but not 100% effective).
Namely:
Webster (or Gaines, depending)
Joyner
Alexander
NRC
Just to name a few. That's 4 starters on D right there. And, as such, they certainly won't be cheap if they have quality starts this year.
My point? That our need for cap dollars for near term extensions is expanding as fast, or faster, as the cap itself. Good drafting and good FA signings has us on a squirrel like treadmill while trying to keep our roster together.
Nice problem to have, of course. But still...
Gotta keep our wits about us re this proposed AD extension, you know?
