Fisher had final say on all personnel matters.
He decided what "type" of players were to be identified, then Snead went out and found them and ranked them.
Fisher had the call on all tiebreakers.
Same with FA's and trades.
Snead was reduced to a glorified scouting director position and even then was hampered by the limitation of only ranking Fisher "type" players.
Well, how did that work out you ask?
Ummmmm...
Fisher was fired and Snead was retained. I think that tells us all we need to know about Demoff's perception of their respective job competence.
Consider this for just a moment. If it were possible to see a draft board stacked by Snead only vs a board stacked by Fisher only (after evals by Snead), I suspect that the two boards would have substantial differences. And I further suspect that Snead's board would have provided better Ram value.
And don't get me started on my opinion of Fisher and his crack O staff when it came to developing and utilizing his players. Lol.
