I think what you saw on Monday night was a compromise of sorts between Stafford and McVay. Stafford was allowed to operate from the gun, but couldn't go empty backfield like he preferred. But, as you noted, just because Williams was back there with him doesn't mean that he was going to get the ball. Very little motion and jet sweep action either (both staples of McVay's preferred offense and what we saw a lot of in Weeks 1 and 2).
I think that McVay defers a TON to Stafford because, unlike Goff, Stafford can erase mistakes. I don't believe that anyone else on the offensive staff has that kind of sway over him. Like in 2021, Stafford went with the program the first few games before saying,
