McVay wants to run the Fangio defense. He's on record saying it's the most difficult defense he has to game plan against. He let Phillips go and hired Staley specifically to install the Fangio defense. And after Staley left McVay hired Morris with the stipulation that he continue to run the Fangio defense.
Admittedly, there are multiple options within that defense and Morris mus choose the correct one on a play-by-play basis. But he doesn't have free reign: he is limited by what the Fangio defense permits.
