Sad, but there are common sense things they could do to improve officiating and bring it into the modern era but they won't, I'm afraid. Why? Because it will cost money and they don't care enough to spend it. It is the way it is because that's how they want it. Most of them are old and resistant to changing anything. I honestly don't think they care much about player safety either. Take a look at the photos of the owners at their meetings. Doesn't exactly scream cutting edge does it.
