That's how they do it in the NHL - game replays are watched and ruled on in Toronto so nobody needs to put their head in a peep show booth. The league office in NY or LA could monitor all games.
The skybox idea is one Pat Kirwan has talked about at length. You have a veteran official - maybe someone who's aged out of running around on the field - and he becomes the captain of an officiating crew. Where his crew goes, he goes. So he has a relationship with them. He's there 'eye in the sky' and can help them get things right without all the delays and confusion and obvious mistakes.
