Well I gave you an example of how he could have relied on the so called gun safety people on the set even though he too -as the last person with the gun-had responsibility to check the gun. Apparently there is a safety protocol on movie sets when using guns replica or real. From what I gather at least three people are in place to check the "prop gun" before it gets handed to Baldwin. So there can be an argument that he presumed its safe to "fire". Nevertheless, again from what I read, he too is required to check to see if there are no projectiles in the barrel. Apparently there is a lot of stuff expelled from a "prop" gun using blanks that is dangerous to anyone near the barrel. I also read someplace that the "cost" of using a prop gun (i.e. real gun but with blanks) is a lot cheaper than using technology to simulate gunfire-hence the issue of cost cutting arises. From what I read using a "live gun" is a lot cheaper than doing all the CGI stuff or even using replica guns. This movie was on a very low budget and they were cutting costs on many levels including gun safety experts.
