Actuatly, that's an opinion, not reality. According to this article , finding a reliable starter in the 2nd round is a crap shoot and after that it tails off rapidly. (This article is from 2015. The late games that are broadcast nationally on CBS or FOX are started at 4:25 in order to keep people from missing the beginning of the game. Despite all the times we've seen Kupp on the punt return team he has exactly *one* punt return this season, for 8 yards. Going on memory, that was a play where the ball hit the ground and Kupp caught it on the bounce and scampered out of bounds. In my mind Kupp is not a punt returner, he's a fair catcher.
