Don't know of course, but it sounds like he's got a highly concentrated clay based soil......that would cause a lot of run off with his seed, the compact dense soil of clay is a hard Bi5R&^ to grow in.

  Here in Florida, it's VERY VERY hard to get grass to grow under a Live Oak.

  My Dad's yard had lots of clay and some sandy soil......and plain ol dirt.
