It's why I hate hearing BOTH sides of the Political fence point fingers. "You can lead a horse to water but you cannot make him drink"....is a CLASSIC example of what this country has become. Hell, people won't cut THEIR grass without the threat of a HOA!
It matters several places in the country.
Not every state or region is in the same boat when it comes to this.
