No, I think I didn't explain it well...

the set was not a 'model', or a miniature, it was big... just no where NEAR as big as it appeared on film. And I mean a HUGE difference... the city on film looks enormous... the 'set' did not, but still very big. HOWEVER...

I have no way of knowing if the photo I saw was the completed set... perhaps it was being built and incomplete? I don't know. - JamesJM
