Upping speed in a car is a decision made by the driver. The driver can also decide to drive the speed limit. It's possible to be involved in an accident either way but if it was caused by speeding, the driver is typically faulted. And by the way, I don't up my speed. I'n in the minority group that adheres to the speed limit signs. Cars whiz by me every day and I just shake my head and pray they don't cause an accident.
