I can't quote a 'law' but I've read the same. Not sure about 'fuel' as the only "fix", but maybe. I was thinking, for example, of the current Starlink internet satellites (which I use by the way)... I'm not aware if they carry fuel; only using fuel in the rocket to get them into orbit... rockets which, btw, return to earth. But the orbiting satellite itself? I don't know. They may have some other way of degrading its orbit for reentry into the atmosphere where it would burn up.
