In High School, and i think College ball 'short' of DI... if the schools competing for and receiving the transfers were pitted against each other for league/division play then I suppose that would be fine... but it's not working that way... or at least it takes some years to work it all out and get there, if they ever do.... and that's not good it seems to me because what is it? 99% of those kids, good football players by the way, are never going to see D1 play much less Pro Ball. In HS they've got one chance, albeit 3 years long.
