No doubt about it.
The disadvantage to the Ravens " completely through the draft" approach is this:
You are always developing a major part of your team. How can a team sustain a top notch playoff position unless a good portion of your team, especially the QB position, is already developed?
The draft is a lottery of sorts anyway. Hit on a few, then they get signed by other teams once they reach the end of their rookie contract.
I think it's too simplistic to just say "we are going to develop this team only through the draft."
I like the Rams approach. Sign key veterans, draft depth, develop some of those into good role players, use the advantage of a wealthy owner and up front bonuses, and foresee the increases in future caps.
