It rewards quality player development and scouting departments.

You have high quality player development you are much more likely to not be able to keep players. You are also, as an offshoot, more likely to win games.

Because otherwise we're punished ... as we prep great players for other teams and get nothing for that quality that we produced.

As far as spending? We gave up a 3rd for Fowler and got a 3rd back. Gave up a 2 and 3 for Miller and got nothing back (but the max would have been a 5th). Gave up a 5th for Corbett and got one back.
Some of our best Comp picks are from undrafted free agents.

We're not buying these picks.

People don't want to go to Jacksonville because they're an inept franchise. Turn Buffalo into a contender with a quality staff? Now a small market team is getting comp picks.

We got comp picks with Martz and not with Linehan.
