Here is my take as of early May, so take it fwiw…
Atwell will be 4th WR early on, at best, and consequently will get fewer snaps than a ‘normal’ 2nd rounder in his second season.
If OBJ is signed then come November Jefferson will drop to 4th and Atwell to 5th WR. We’re talking Witness Protection territory now.
That’s my BEST case scenario for Atwell. Hardly what Rams are accustomed to from a pick at 57 from Snead/McVay.
Let’s don’t forget that at one point last year McVay expressed some frustration with Atwell’s game prep and focus. This is unheard of from McVay so one can only imagine his frustration.
Atwell was a bust on ST so he won’t be getting snaps there, either.
Honestly, I’m straining to find exactly where Atwell is bringing value to this SB roster and I’m coming up empty. I’m afraid that he might be referred to eventually as ‘McVay’s Folly’.

I understand your point of view and you make a bunch of valid points. I agree that Tutu doesn't offer much on ST except as a backup returner and even at that he may be only 3rd string.
In order for Tutu to be valuable for a roster position he will need to earn some time on the grass. He does have unique set of skills that can potentially bring an explosive element to the offense that the Rams will want to exploit if he can prove that he can deliver in this area. I think it is wrong to look at him as a high usage type of player based on his size at least at this point in his career. But if he can be a guy that burns defenses that fail to pay attention to him or be a decoy because defenses have to pay attention to him he can be a real asset even if he is only in for 7 - 10 plays a game.
Certainly I am not making the argument that I think this a lock to happen. However, I think that we tend to overreact to negative situations and we talk ourselves into a confirmation bias that may not more negative and dire than the actual reality of the situation.
I am only pointing out and echoing some of the points made on the potential that exists and why it is too early to give up hope. I am trying to see what the Rams saw when they drafted Tutu. Certainly his first year, at least on the surface looks like a bust. Still we don't have all the information needed to make a really good assessment at this point in time. We don't know how well he does in the receivers room or is he getting tutelage from Kupp or another vet. Is he putting on good weight ? Do they have packages for him and how well is he understanding his potential role? Is the shoulder healthy or is it still an issue?
My argument is that there are a lot of unknowns and I have to suspect the Snead & McVay had to love something about Tutu to pick him that high. He is kind of a crap shoot type of pick. While he has skills that are off the charts he also has size concerns that are off the charts. What I am very sure of is that if he can become the player they envisioned him to be when they drafted him he will be loads of fun and an exciting player to watch play. I can root for that though I think the odds of that happening are maybe 35/65.
