Because the NFL does not hire like a normal employer, where you simply look at a thousand resumes and choose the best applicants after interviews. Most people are just choosing people that they already know which naturally leaves out groups of people who don't have the benefit of knowing the right people. Mcvay is actually a good example. I'm pretty sure John gruden referred Sean McMay to the Rams after turning them down if I remember correctly. Grew up with the grudens which gave him an in And that progressed to him becoming great friends with the shanahan's. And then he was able to help LeFleur along the way and eventually Zach Taylor. But what happens when you don't have these kind of connections? Your talent alone won't get you the job. And that leaves people from the outside always on the outside. So if the NFL won't solve its own problem with coaches of color then unfortunately things like the Rooney rule are a necessary evil. Even when it feels like it doesn't work hardly ever.
