I like Jefferson plenty, and think perhaps he's under utilized.

But rotating in the rookie would certainly point to a run play or allow you, as a defensive coordinator, to roll your better coverage towards the other veteran WRs.
That Stafford got the ball in his hands had to have frustrated the DC there in Baltimore. It ended up being a nice gain.
