It depends. OBJ's contract would have to say that for that to happen. This language is typically referred to as 'offset language' and isn't all that common. And I haven't seen anything that makes me think OBJ has offset language in his current deal. As far as I can tell, the Brown have to pay OBJ $8M if he clears waivers and signs with another team.
(As an aside, Blake Bortles did have offset language specifically written in his contract. He was owed $6.5M when the Jags cut him in 2019. When the Rams signed him for $1M it reduced the Jags obligation to $5.5M and handed the Jags $1M in cap relief. [

What about the next two seasons guaranteed money? I know O'Dell gets it but how would that affect the team that scoops him? I know what happens if claimed but what happens if he isn't?
OBJ has no guaranteed money in 2022 or 2023. (Look under the 'Guaranteed Salary' column in the snapshot I posted: there's a zero for both years.).
If a team claims OBJ off waivers they are on the hook for $8M this year and that's it. They could in theory cut him after the 2021 season and there would be no remaining obligation and no dead money in 2022 (or 2023).
If the Browns cut OBJ and no one claims him the Browns have to pay him that $8M. That's the end of the Brown's obligation, and that's true whether OBJ signs another deal after clearing waives or never plays football again.
