When OBJ signed his deal in 2018 it included just over $40M guaranteed ... but all of that money will be paid out by the end of this season.
The clip below says that $12.79M of this years salary is guaranteed, but since he was on the initial 53 man roster all of his $14.5M 2021 salary is guaranteed. But nothing is guaranteed beyond this year.
The Browns have already paid OBJ his first 8 paychecks this year, around $6.44M and he is guaranteed the remaining 10 paychecks (around $8.06M)
If the Browns cut him and a team picks him up on waivers then his new team will pay that $8.06M. That amount would count against the new team's cap and the Browns would get $8.06M in cap relief this year.
If the Browns cut him and no one picks him up then the Browns still have to pay him the remaining $8.06M. That money is already counted against the Browns cap so there would be no change to the Browns' cap hit in this scenario.
