To me, it seems like the Rams "keep up" on players that they targeted to draft.

For example, even though the player they liked was drafted by another team, the Rams still keep an eye on that player somehow, then get him if he's released.

IMHO, the Rams are one of the best teams in the league when it comes to "Developing" talent. They target players, keep them on the practice squad for a year, let them "grow" into an NFL player but doing it kind of off the radar.
