I would say he's anything but a long ball specialist.
He seems to have trouble tracking and/or adjusting to the ball on anything over 15 yards (the two drops)
Remember now, Tutu has not been on the field with Woods, Kupp, DeSean Jackson, Higbee and Jefferson.
You will see his deep ball skills when the starters on the field.
He's still green and becoming a pro so your quips on him are premature imo.
His ball tracking skills are one of his strengths and is hands look fine to me.
Think outside of the little box and see the big picture Classical.
By week 8 he's going make his draft status worth it.
