We just have too many developing OL guys to add another this year. They just loved Brewer, and I haven't heard anything negative since they took him. So, it's a numbers game.
I suspect that from the start the Rams see Jackson as a PS guy. I have a hard time imagining him not clearing waivers unless he has an impressive Preseason. If he does, then the Rams are going to probably have to keep 10 OL if they want him on the 53. I don't think he'll play all that much in the Preseason because especially if the Rams think they have something, they don't want him exposed for other teams to poach.
Despite the worries expressed on this board, I think the Rams are not ready to ditch Noteboom just yet as Big Whit's replacement. So if my speculation is correct, they're going to want to give Noteboom all the work at LT that they can, and that means playing an awful lot in the Preseason games. At this point, the only way he can develop any more is to play. And the only way for the Rams to see if they have their future LT is for him to play. The scrimmages and Preseason will go a long way to determining his future with the Rams.
Jackson is probably a "what the heck" pick up because of his physical dimensions and that he played LT at a good OL school.
