I agree that the ideal concept would be the old USFL brand, etc. with teams mostly in non-NFL cities (Memphis, Birmingham, Portland, San Diego, San Antonio, etc.) combined with the developmental league structure that NFL Europe used to be (teams allocating 5-7 bottom-of-the-roster guys each, etc.).
