Tutu was not a panic pick. He couldn't have been. Look at this quote from a Jourdan Rodrigue tweet:

New Rams WR Tutu Atwell had a lot of calls with the Rams, especially receiver coach Eric Yarber, who he says told him “don’t be surprised if we don’t let you fall out of the second round.”
If the WR coach is telling him they may pick him in the 2nd, it means that they had a 2nd round value on him and that they planned in advance to take him there if things fell a certain way. I suspect they had a 2nd round value on Eskridge and Tutu and would have been happy with either.
That leaves the possibility it was a dumb pick. Maybe it was. And then again maybe it was a genius pick. Time will tell.
