On what basis are you saying that he had a better OL in 2020? What are you using to measure that?
Their play. Especially under the circumstances (32nd ranked D which gave them no cushion, and playing from behind a huge amount of the time). There is no "good OL" metric. To assess an OL you have combine a lot of different factors. (For example because of playing from behind they were 30th in rushing attempts.)
Basically, it comes down to Ragnow and Decker being good, solid, consistent linemen. And that's even with their ROG and ROT missing 13 of 32 combined starts.
