I;m not too big on speculation of that kind.
I mean if you have trouble seeing Goff as having any value, then you come up with something like that to try and deflect what it means that Holmes turned down other qbs or the chance to get them.
I can't think of a single GM who would undermine himself that stupidly in a new job just by doing a favor.
It would mean he didn't understand how the NFL worked, which would kind of go against the grain of all the things said about how professional and smart Holmes is.
