A lot will depend on the final salary cap number. We may not be able to afford him regardless.
If it drops, like many say it might, the only way to make it under will be either to move Goff, or gut the team.
According to Overthecap we've got $203 mil. in salaries. I've read speculation of $175, $180 and $190 +/-.
Personally I'd like to see us give Goff another year, but if moving one guy solves all our cap issues, we really have to look at that.
